This position will be responsible for supporting a 90% non-exempt based workforce (both union and non union), and is a key member of the Area Management team, responsible for supporting our mangers and associates in the Northeastern United States. This position reports directly to the operational vice-president with a strong matrix relationship to corporate HR and will have an office with other operational leadership in Reading, PA.


The Area HR Manager oversees all talent management and development activities for the area. Working closely with the area staff, the position will require a proactive approach to ensuring that we have the right associates in the right jobs and who are fully engaged, with strong benches to ensure sustained business success.

People. Lead the Penske Logistics Team:

Identify associates who would benefit from development and training opportunities. Interview and hire salaried associates up to Region Manager level, and actively participate in the interview process at all levels of operations. Support the recruiting team in resolving issues throughout the hiring process, and take an active role in recruitment efforts for positions such as: Truck Drivers, Warehouse Associates, Administrative Assistants, etc. Analyze recruiting and turnover trends and follows up on area basis. Maintains relationship with relevant colleges and technical schools. Commitment to hiring a diverse workforce through understanding assigned area’s Affirmative Action Plans and partners with recruiting team to advise them on opportunities to access local diverse recruiting sources. Exemplify the Penske culture and commitment to integrity and code of ethics.

Operations. Lead the Penske Logistics Team to achieve operational excellence.

Ensure all operations are optimally staffed and organized to maximize performance. Develop tactical and strategic plans to build talent pipeline through associate development. Actively engages management team in performance management process from a training and coaching standpoint, and ensures follow-up on performance improvement plans. Ability to deal with a high-level of ambiguity and translate customer requirements into business actions. Strong analytical and strategic decision-making skills. Advise associates and management on the interpretation of personnel policies, programs, and procedures. Conduct location HR audits and ensures HR compliance. Investigate associate complaints and works with manager/Legal to respond and resolve, elevating serious or complex issues to HR Business Partner and/or Corporate Security.

Growth and Customer Experience. Lead the Penske Logistics Team to provide best in class customer experience & grow our business.

Understand the competitive landscape of the customer’s business across the globe and align resources to develop a solution. Conducts HR due diligence for new business acquisitions and facilitates new business HR transition, to include issues relating to benefits, compensation, completing and executing on Local Procedures Manual, and related activities.

Labor Relations:

Conduct regular risk assessments for locations to identify at-risk potential and provide related avoidance training beginning with most at risk. Establishes relationship with local shop stewards and union business agents. Co-owns 1st and 2nd step grievance resolution with local management, and assists with arbitration preparation. Participates in contract negotiations as appropriate.

Compensation and Benefits:

Regularly analyzes area associate data, compensation parity (Equal Pay Act), FLSA compliance, consistent practices according to Penske policy, etc. Explains PTO policy to managers and associates. Facilitates resolution of payroll issues in a timely manner, taking steps to avoid similar issues in the future. Responsible for communicating benefits to all managers and associates on a regular basis, and for encouraging participation in Company’s 401k plans. Also responsible for gathering and maintaining market data on pay and benefits, and relaying such information to the Corporate Comp and Pricing teams.


Ensures that Area and District management teams foster an inclusive work environment, and have taken Diversity Awareness Training. Ensure managers’ understanding of equal opportunity in the workplace. Act as a conduit with field management and the legal department in providing required information around EEO claims, such as signed statements, identification of witnesses, etc.

This person will also be expected to perform all other projects and tasks as assigned by the areas Senior Leadership.


-Bachelor’s degree in Human Resources, related field, or equivalent relevant work experience

-8 years Human Resources experience preferred, but will also consider internal Penske associates with at least 5 years’ management experience, thorough knowledge of the business, strong communication skills, and a desire to learn HR, either as a career or as a means of development for future roles with the Company

-Strong knowledge of HR functions: associate development, associate relations, labor relations, staffing, compensation, benefits, training

-General knowledge of employment law (deeper knowledge required for certain states, such as CA, MA, etc.)

-Ability to work well independently and complete tasks with minimal supervision; strong sense of urgency

-Demonstrated track record of honesty and integrity

-Detail oriented with strong organizational and documentation skills

-Ability to thrive in a fast-paced, deadline-sensitive environment

-Adaptable quick learner with the ability to pick up company’s systems and processes quickly

-Ability to travel up to 75%. This is a field HR operations position. Some weekends required.

-Regular, predictable, full attendance is an essential function of the job.

-Willingness to travel as necessary, work the required schedule, work at the specific location required, complete Penske employment application, submit to a background investigation (to include past employment, education, and criminal history) and drug screening are required.
